Plumbing in Wayne County means working on the oldest houses in the three counties around Warren. The median home here was built in 1956, the second oldest figure of any county in Michigan, and about one home in five went up before 1940. In Detroit those houses drain into a sewer that carries storm water and sewage in a single pipe, apart from about 4 percent of the system. That combination of old pipe inside and a shared pipe outside is what sets this county apart. Our office is on Stephens Rd in Warren, north of 8 Mile, so the part of Wayne closest to us is right across that line: Detroit’s east side, Harper Woods and the Grosse Pointes.

Prewar Detroit basements and the pipe still in them

More than 165,000 homes in Wayne County were built in 1939 or earlier. In a house that old, we expect a cast iron stack with lead-and-oakum joints, a clay tile lateral, and galvanized water lines that have narrowed with rust. Many have had a bathroom redone or a kitchen moved, so the drain behind the wall can be three different materials joined in the basement. Cast iron cracks along the bottom where water has run for a century. Clay joints shift and let roots in. Galvanized pipe loses pressure one fixture at a time, and the usual answer is galvanized pipe replacement back to the meter.

The 1940s and 1950s houses near 8 Mile and in Harper Woods are newer but built from the same materials, which means the same failures, a couple of decades behind. Census estimates for 2020 to 2024 count about 59 percent of the county’s 801,000 housing units as built before 1960, and about 35 percent of occupied homes are rented, so a lot of this old pipe belongs to landlords handling tenant calls.

One pipe for rain and sewage under DWSD streets

Detroit’s sewers are combined, so a hard rain fills the same pipe your basement drains into. Flow goes to the Great Lakes Water Authority treatment plant on West Jefferson, and when the system runs over capacity, untreated overflow reaches the Rouge and Detroit rivers. Before that point, it can also reach the lowest drain in your house.

Two storms show how that plays out. On August 11, 2014, 4 to 6 inches fell on Wayne, southern Oakland and Macomb in about four hours, and in Detroit the rain overwhelmed the sewers. On June 25 and 26, 2021, about 5 to 7 inches fell across Metro Detroit, pump stations failed, and basements and streets flooded badly enough for a federal disaster declaration covering Detroit and parts of Wayne County.

After 2021, a DWSD program paid for backwater valves and sump pumps in 11 flood-prone neighborhoods, including East English Village, Morningside, Moross-Morang and Jefferson Chalmers on the east side. Phase 1 alone put in 382 backwater valves. Applications are closed unless new funding arrives. The program installed a valve only where the lateral was in viable condition, and that rule makes sense for any house. A backwater valve on a collapsed clay line protects nothing.

Detroit sewer permits and lead service lines below 8 Mile

Sewer work in Detroit has its own paperwork. DWSD requires a Sewer Service Repair Permit for every sewer service repair. The application needs drawings approved by DWSD’s permit engineering staff, a right-of-way permit when the dig reaches the public right-of-way, and a copy of the master plumber’s or contractor’s current City of Detroit registration, which BSEED handles at the Coleman A. Young Municipal Center. Outside Detroit, each city sets its own process.

Lead is the other Detroit question. DWSD estimates about 80,000 lead service lines remain in the city and has been replacing them through its own program. If you think your water service is lead, start with DWSD, and take health questions to the state. Water providers also differ along this edge of the county: Grosse Pointe Farms runs its own filtration plant on Moross Road, built in 1930, for the Farms and Grosse Pointe City.

Down Van Dyke, Mound and Gratiot across 8 Mile

From Stephens Rd we reach Wayne County by heading south, starting on Hoover Road down to 8 Mile. Van Dyke and Mound both run from Warren into Detroit, and Gratiot and I-94 carry us toward the east side neighborhoods. Homes just below 8 Mile are close to our route. For visits deeper into the city, we plan around other work going that way and tell you on the call where you land in the schedule.

In a prewar house we start in the basement with the floor drain, the cleanout, the stack and the incoming line at the meter. That first look usually tells us whether the next step is a cleaning, a sewer camera inspection, or a talk about replacing pipe.

Water and sewer sites along Jefferson Avenue and 8 Mile

  • GLWA Water Resource Recovery Facility, 9300 W. Jefferson Avenue. Where the regional sewer system’s wastewater is treated.
  • Waterworks Park treatment plant, off East Jefferson near Cadillac Boulevard. A drinking water plant on the Detroit River.
  • Coleman A. Young Municipal Center, 2 Woodward Avenue. BSEED’s Development Resource Center is in Suite 434.
  • Grosse Pointe Farms filtration plant, 29 Moross Road. Built in 1930.
  • 8 Mile Road (M-102). The Wayne County line between M-5 and I-94.

Most of these are public works, and they shape what happens in a Wayne County basement more than any single street does. The pipe from your house to the street is the part a plumber can change.

Plumbing questions from Wayne County

Why does my Detroit basement flood when the street drains look fine?

The street sewer can be full even when the grates are clear. In a combined system, rain and sewage share the pipe, so a surcharged main pushes water back up the lateral to your lowest drain. A backwater valve on a sound lateral is the usual fix.

Do I need a permit to repair a sewer line in Detroit?

Yes. DWSD requires a Sewer Service Repair Permit for sewer service repairs, with approved drawings and, when the dig reaches the right-of-way, a separate right-of-way permit. The paperwork also has to include the master plumber’s or contractor’s current City of Detroit registration. Suburbs in Wayne County, from Harper Woods to the Grosse Pointes, have their own rules.

What should I do after sewage backs up into my basement?

In Detroit, where rain and sewage share one pipe, assume the water carries sewage. Keep people and pets out of it, shut off power to the basement if it is safe to reach the panel, and photograph everything for insurance. Our guide on what to do after a basement sewage backup covers cleanup and when to call.
